J. Lloyd Herrera, PE
President
Lloyd Herrera is the co-founder of HCL and is primarily responsible for business development, marketing, contract negotiations, and operations. His areas of specialty include roadways, airport facilities, light rail infrastructure, site development, utility design, water resource design, project management, contract oversight, and construction administration. Lloyd provides project management, design support, and master planning for major transportation projects, such as the $1.2 billion Central 70 project, the $2 billion RTD Eagle P3 project (part of FasTracks) and major highway projects for the Colorado Department of Transportation. He is passionate about giving back to the community through providing high-quality, well-engineered, sustainable projects.

Julian Sisneros, PLS
Director of Surveying and Mapping
Julian’s 19 years of diverse survey experience includes Public Land Survey System (PLSS) boundary surveys, route surveys, topographic surveys, American Land Title Association (ALTA) Surveys, static control surveys, aerial photo control surveys, utility as-built collection, and Improvement Location Certificate (ILC) surveys, among others. Julian is a hands-on manager who personally ensures that each and every survey meets our clients’ needs. He is also experienced with CDOT Standards and 3D Laser Scanning techniques. His experience includes surveying for new and existing buildings, roads, freeways, trails and parks, airports (airside and landside), schools, and industrial sites. Julian will ensure that your survey project is handled quickly and accurately.

Jason Dahnke, PE
Horizontal Structural Engineering Manager
Jason brings over 20 years of extensive experience analyzing, designing, and evaluating structural engineering projects in the building, civil, and transportation sectors. He is an experienced construction supervisor and enjoys taking care of client’s projects from design through completion. Jason has designed bridges, retaining walls, underpasses, culverts, residential, commercial, and industrial structures, along with water/wastewater treatment facilities. He also performs assessments, renovations, and modifications of existing bridges, buildings and other structures. Jason’s knowledge of different governing building and design codes provides our clients with the assurance that their project is performed accurately and safely, and meets all codes.

Neal Bohnen, PE
Vertical Structural Engineering Manager
Neal is a seasoned structural engineer who brings several years of technical experience to a building project, encompassing all phases. His resume includes a broad range of building types and framing systems. Neal has extensive experience with both pre-engineered metal buildings, as well as conventional framing systems such as concrete, wood, masonry and structural steel. His high attention to detail and ability to collaborate effectively with the design team make him well suited to develop high-quality structures. Neal believes that a thorough understanding of a building’s structural system is paramount for a successful project.

Dominic Herrera, AIA, ACP
Director of Architecture and BIM Manager
Dominic has a diverse architecture background spanning nine years, with building types including industrial, office buildings, tenant improvements, sports facilities, and retail. He has been a Project Architect in recent years, and also has additional expertise in BIM management, including the development of Revit systems, Revit templates, writing company standard operating procedures for Revit, Revit user troubleshooting, and training. He is an Autodesk Certified Professional in Revit (ACP), and a member of the American Institute of Architects and the Design-Build Institute of America.

D.C. Hazen, PE
Subsurface Utility Engineering (SUE) Manager
D.C. is HCL’s utility engineering expert and is responsible for approving and stamping all SUE projects. He is the SUE Engineer-of-Record on all projects requiring a subsurface utility engineering component. He manages the HCL SUE staff in conducting field designation of utilities to Quality Levels D through A as appropriate for project and design requirements. Through his experience contacting 811 to initiate SUE Ticket Responses, HCL has developed contacts with the major utility providers in Colorado and within the 811 organization itself.
