HCL was the prime consultant for the design of roadway improvements for five existing local residential streets. The existing streets were rural in nature, and the properties had driveway culverts to convey drainage. The steep topography of the area creates a design challenge to reconstruct the roads in compliance with Adams County Standards while minimizing impacts on the existing residential properties.
