HCL was a sub-consultant to Parsons. HCL was tasked with providing the initial design survey for Colfax Boulevard from Broadway to Yosemite and two blocks north and south of Colfax. This initial design was used for preliminary engineering plans. HCL was then tasked with conducting a final design survey which included high-accuracy surveys at critical tie-in areas and handicap ramps. Also, during the final design, HCL provided Parsons with cross-sections of Colfax at 50-foot intervals for the full length of the project. HCL also created right-of-way plans for the project which depict the acquisitions and easements needed for the project.
