Surveying & Mapping

The HCL Survey Department performs a wide variety of professional surveying services. We provide an effective combination of educated, experienced, and professional leadership together with an up-to-date, highly skilled technical staff. Our strong suit is our "team" approach. This belief enables us to take on today's complex and demanding survey projects while repeatedly providing fast and accurate results.

Land Survey Plats

The Land Survey Plat (LSP) is commonly known as "boundary survey" or "pin survey", this work requires strict adherence to specific laws and standards. These are defined by the Colorado Revised Statues, the State Board of Registration and the accepted standards of practice.

  • Steps to prepare the LSP or Boundary Survey; a deed or assessors information is a prerequisite - supplied by the owner, client, attorney or realtor.
  • Research deeds, subdivision plats, aerial images, and County mapping data.
  • Survey crew does initial site measurements to determine the boundary; fences, hedge or other improvements on the property may be required as evidence of possession lines.
  • A Professional Land Surveyor calculates boundary and sifts any additional data.
  • The Survey Crew makes a second site visit to set missing property corners.
  • The Surveyor's Certificate includes the legal description, the surveyor's seal and signature as well as notes discussing bearings and other evidence found.
  • A Survey Drawing is required to be either an 18" by 24" or 24" by 36" size - it is reproduced on a mylar plastic sheet for archival purposes and is filed with the Clerk and Recorder in the county in which survey was performed. It is also reproduced on paper and supplied to client and others as specified.

Improvement Survey Plats

This is a Land Survey Plat (LSP) showing building, concrete drives, patios and other such hardscape improvements.

  • Steps to prepare the Improvement Survey Plat (ISP) are the same as the LSP
  • The Surveyor's Certificate includes the legal description, the surveyor's seal and signature as well as notes discussing bearings and other evidence found.
  • A Survey Drawing is required to be either an 18" by 24" or 24" by 36" size - it is reproduced on paper and supplied to client and others as specified.  The ISP is not required to be recorded.

Topographic Surveys

The Topographic Map is essential for design work by engineers, architects or landscape architects. The mapping is usually added to the ISP however can be utilized by itself when the design is for a public trail or park area.  We can email this data set to other design professionals for their work which is necessary for building permits.

  • Steps to prepare the Topographic Survey are the same as the ISP.
  • This Survey is connected to the governing agencies control network to facilitate the permitting process.
  • Product is a contour map of the existing ground elevations, structures and improvements - can be in electronic form or printed.

Design Survey

The Design Survey is essential for design work by engineers, architects or landscape architects.  The survey is a combination of the ISP and Topographic Survey along with added detail of underground utilities and easements.  We can email this data set to other design professionals for their work which is necessary for building permits.

  • Steps to prepare the Design Survey are like the ISP and Topographic Survey; A Title Commitment is a prerequisite which can be supplied by the owner, client, attorney or realtor.
  • Surveyor's certificate includes the legal description, reference to easements as noted in the title commitment, the surveyor's seal and signature as well as notes discussing bearings and other evidence found.
  • A Survey Drawing is required to be either an 18" by 24" or 24" by 36" size - it is reproduced on paper and supplied to client and others as specified it can also be in electronic form for other design professionals.  The Design Survey is not required to be recorded.

ALTA/ACSM Land Title Surveys

A national standard which incorporates all of the laws and standards for a Land Survey Plat, together with specific requirements to meet the needs of the American Land Title Association (ALTA) and the American Congress of Surveying and Mapping (ACSM) through the National Society of Professional Surveyors (NSPS). These types of surveys are generally ordered for the sale of commercial property and require that an ALTA Title Commitment be furnished to the Professional Land Surveyor when the survey is ordered.

Project Entitlement Services

In addition to developing all necessary maps, descriptions, and plans associated with the civil engineering and land surveying disciplines, HCL assembles all necessary regulatory application documents and ushers the project through the planned and regulatory permitting process.

Working with land use attorneys on more complex projects, HCL develops strategic legal support documents, such as the preparation of findings, justifications, and exhibits for the requested entitlements, to bolster the application and to facilitate the approval process.

HCL provides leadership through the entire entitlement process, including negotiations with governmental officials, responding to questions from staff, as well as representation at community meetings and public hearings. HCL prepares and files applications for:
