J. Lloyd Herrera, PE

Lloyd Herrera is the co-founder of HCL Engineering & Surveying, LLC (HCL), which was established in 1999.  He is primarily responsible for business development, marketing, contract negotiations, and operations for HCL.  His areas of specialty include roadways, airport facilities, light rail infrastructure, site development, utility design, and water resource design.  His expertise includes project management, contract oversight, and construction administration.  He has provided project management, design support, and master planning for major transportation projects such as the $2.03 billion RTD Eagle P3 project (a part of the RTD FasTracks project) and major highway projects for the Colorado Department of Transportation. 

Mr. Herrera’s leadership created an opportunity for HCL’s recent expansion into the Maryland market.  HCL is pursuing opportunities with the Maryland Transportation Authority related to the expansion of their commuter/light rail system.

HCL employs a multidisciplinary group of professionals experienced in developing and implementing practical solutions to complex engineering problems.  HCL’s major staff disciplines include civil engineering, structural engineering, land surveying, construction administration, and construction management. 

Mr. Herrera is President of the Hispanic Contractors of Colorado (HCC) for 2013 – 2014. HCC strives to be at the forefront of the construction industry in Colorado and to achieve its collective goals by connecting businesses and contractors within the public and private sectors through information, education, and advocacy for diverse business.  Mr. Herrera has held a board position with HCC since 2007 and currently chairs their Public Affairs Committee.

Mr. Herrera earned a bachelor’s degree in Civil Engineering from Metropolitan State University of Denver. He is married and has two sons.  He is an avid sports fan and enjoys numerous outdoor activities, including golf, fishing, biking, and hiking.
